The crisis in education comes a long way. To jettison the old Verwoerdian discriminatory system that relegated black education to a third-rate status, a completely new model was required.
It now transpires that we threw out the baby with the bath water by adopting the outcomes-based option. For example, a recent survey of Grade 4 learners among 50 countries showed we have the worst standards of literacy.
The problem starts at the top. Our education department absolutely refuses to recognise that outcomes-based education doesn't work in a developing country.
